| Countries discuss all formal "Proposals" within
their classroom countries. Official ambassadors to the EUN enter into public
debate through discussions on the EUN Bulletin Board. Separate discussions
and agreements are reached through private e-mail to other countries. Here
heads of state can deal with other heads of state. Ambassadors vote for
the top three choices of the individual countries they represent.

| Countries discuss and pledge monetary support to one of the three proposals.
Questionnaires are due back to EUN.
